AI requires ‘new generation’ Arms Control Deal To Govern Future Warfighting Says Marine Veteran Lawmaker

As technology advances, so too does the need for a new generation of arms control agreements to govern future warfighting. This is according to Rep. Seth Moulton (D-Mass.), a Marine veteran and member of the House Armed Services Committee who recently spoke on the issue at an event hosted by the Center for Strategic and International Studies (CSIS).
Moulton argued that Artificial Intelligence (AI) has become increasingly important in modern warfare, with its use becoming more widespread among militaries around the world. He noted that AI can be used both offensively and defensively, but warned that it could also lead to unintended consequences if not properly regulated.
“We have seen how quickly these technologies can spread from one country to another,” he said. “And we know they are only going to get more powerful over time.”
The congressman went on to say that while traditional arms control agreements have been effective in limiting certain weapons systems, they do not address issues related specifically to AI or other emerging technologies such as autonomous weapons systems or cyber warfare capabilities. As such, he believes there needs to be a new type of agreement which takes into account these newer forms of warfare and their potential implications for international security.
“We must develop a framework for regulating this technology before it becomes weaponized,” Moulton said during his remarks at CSIS. “This will require us all—governments, industry leaders, civil society organizations—to come together and agree upon what is acceptable behavior when it comes to using AI in military operations.”
He added that any agreement should include provisions which ensure transparency between nations regarding their development and deployment of AI-enabled weaponry as well as measures which would prevent them from being used against civilian populations without proper oversight or accountability mechanisms in place. Additionally, he suggested creating an independent body tasked with monitoring compliance with any such agreement so as to ensure its effectiveness over time.
In conclusion, Moulton stressed the importance of taking action now rather than waiting until after conflict has already broken out due tounregulated use of AI-enabled weaponry: “If we don’t act soon enough then our children may find themselves living in a world where wars are fought by machines instead of people — something none of us want.”
